China face-offs still on in Arunachal, ITBP chief confirms

- ITBP chief Shatrujeet Kapoor: face-offs at several places are 'still on'
- First official word; locals report skirmishes since July
- Reports name Taksing, where commanders met last month
Why it mattersNo deadly clash has been reported, but the border is less calm than talks suggest.
LAC Line of Actual Control: 'actual' because it marks where troops actually stand, not an agreed border.

Kapoor was speaking to ITBP personnel in Alwar, Rajasthan, on Thursday. He said drones could help offset China's heavy spending on its army, and that the ITBP plans to finish strike training for the whole force by late 2027. Congress's Jairam Ramesh accused the government of 'deafening silence'; there has been no official statement so far. The face-offs reportedly continued during President Xi Jinping's visit for the BRICS summit in September.

Jio IPO draws a record ₹4.9 lakh crore in bids; about 7 in 10 retail applicants may get shares
- 22.19× overall; institutions 70.55×, retail 2.72×
- Over 1.35 crore applications
- Allotment on Monday, 26 October; listing expected on 28 October
Why it mattersBusiness Today estimates about 10 in every 14 retail applicants will get one lot of 12 shares. If you don't, the blocked money is released by 27 October.
When retail demand is this high, shares go by lottery, one lot per winner; bidding for more lots doesn't raise your chances.

Bids came in for about 438 crore shares against about 19.75 crore on offer. Once allotment is final you can check it on the registrar's website or on the BSE and NSE websites. Grey-market premiums are unofficial and do not guarantee listing gains.

UK and Europe clocks go back on Sunday: calls abroad move an hour

- From Sunday, London is 5½ hours behind India, not 4½
- Paris and Berlin: 4½ hours behind
- US changes on 1 November: New York goes to 10½ hours behind
Why it mattersIndia doesn't change its clocks, so check the time on any call or meeting abroad next week.
India itself used 'war time', an hour ahead, during the wars of 1962, 1965 and 1971.

The UK change happens at 2 am local time on Sunday. Between 25 October and 1 November, London is four hours ahead of New York instead of five. Gulf countries don't change their clocks, so times in Dubai and Riyadh stay the same for you.

Sensex falls for a fourth day; Wall Street ends a rough week lower
- Sensex 73,124 (−126); Nifty 22,600; small caps lost nearly 3%
- Friday in the US: Dow −1.23%, S&P 500 −0.5%, Nasdaq −0.2%
- US crude stayed above $100 a barrel on Iran worries
Why it mattersMid- and small-cap funds fell hardest this week. If you invest monthly through a SIP, falls like this buy you more units for the same money.
India VIX, the market's 'fear gauge', rose about 6% on Friday; a higher number means traders expect bigger swings.

Over 1 lakh senior citizens have lost about ₹4,000 crore to cyber fraud
- Home ministry data: 1,03,488 senior citizens have fallen victim
- Common traps: fake investment groups, 'digital arrest' video calls, AI-cloned voices of relatives
- Noida alone: 537 cases this year, up from 14 in 2020
Why it mattersTalk to the elders in your family this weekend. No officer arrests anyone on a video call, and a crying relative on the phone should be called back on their own number.
'Digital arrest' does not exist in Indian law; police cannot detain anyone over a video call.

A software flaw takes websites offline worldwide; civil servants to get OpenAI training
- Two critical flaws in PHP, used by about 70% of websites, forced shutdowns from Japan's Finance Ministry to Wikimedia
- CERT-In issued a critical warning on 21 October
- Government staff will get OpenAI Academy courses on the iGOT Karmayogi platform
Why it mattersIf a bank or government site is down this week, wait or use its official app. Ignore links offering 'alternative' sites.

That video of Bengaluru's Vidhana Soudha exploding is AI-made; the man who posted it is arrested
- The Instagram clip was made with AI; there was no blast
- Bengaluru Police arrested a migrant worker from Bihar
- The account is deactivated and an FIR registered

Your Body TodayMind & stress
Feeling tense? Breathe out longer than you breathe in
- Breathing in nudges your heart rate up a little; breathing out slows it down
- A long, slow out-breath tells your nervous system it is safe to calm down
- This is your 'rest and digest' system, run largely by the vagus nerve
Do todayTry it for 5 minutes today: two short breaths in through the nose, then one long, slow breath out through the mouth. Repeat.
If you feel dizzy, stop and breathe normally.
The evidence
In a 2023 study in Cell Reports Medicine, volunteers who practised this 'cyclic sighing' for five minutes a day for a month had a bigger lift in mood, and a larger fall in breathing rate, than a group practising mindfulness meditation. It helps with everyday stress; it is not a treatment for anxiety disorders or panic attacks, which need a doctor.
